Beverly Thompson
President

Beverly Thompson is a graduate of Florida Atlantic University, holding a Bachelor of Business Administration Degree in Business Management. Commencing her public service journey in 2004 as a Financial Analyst I within the Community Service Department, she has since undertaken diverse roles across various departments, including Public Safety and Parks and Recreation, ultimately leading her to the Department of Airports as a Financial Analyst III.

With expertise in budget preparation and monitoring, grant reporting, fixed asset management, utility oversight and among other skills, Beverly has proven herself as a multifaceted professional. Her commitment extends beyond her professional roles, evident in her active involvement in professional organizations. She is a proud member of the Florida Government Finance Officers’ Association (FGFOA).  She has contributed numerous volunteer hours to the FGFOA board and committees throughout her career.

Tracey Stevens
President Elect

Tracey Stevens currently serves as Town Administrator and Finance Director for the Town of Haverhill. As Finance Director, she is responsible for developing the $1.5 Million annual budget for the community and overseeing the financial operations of the Town. She is responsible for safeguarding the assets of the town through implementation of adequate internal control mechanisms and investments and providing for the preparation and audit of the annual financial statements. In addition, she is responsible for grants administration and formulating and implementing the finance policies and procedures of the Town.

Tracey holds professional memberships in the Florida Government Finance Officers’ Association, International City Managers’ Association, Florida City & County Managers’ Association, Palm Beach County City Management Association, and International Institute of Municipal Clerks, and has devoted many volunteer hours serving on various boards and committees during her career.  She also enjoys helping other communities such as serving on the Town of Gulf Stream and City of Greenacres Audit Selection Committees.

Judy Fleurimond
Treasurer

Judy Fleurimond began her career in public service at the City of Boca Raton in 2013. Throughout her time at the City, she has held various financial roles in three different departments. She has prepared and monitored budgets and procurement, prepared the City’s Annual Comprehensive Financial Report, managed fixed assets at the department level and now maintains the city-wide database and transactions in her current role as Senior Accountant.

She has been a member of the PBC FGFOA since 2017 and this is her first year holding a board member position. She also became a member of FGFOA and GFOA in 2017 participating in various committees/groups between the two organizations: Black Caucus of GFOA and the Member and Leadership Development Committee of FGFOA where she chaired the Coaching Program subcommittee.

Judy earned two Bachelor’s degrees. A Bachelor of Science in Economics from Florida International University and a Bachelor of Business Administration in Accounting from Florida Atlantic University.

Wayne Hart
Secretary

Wayne R. Hart is currently a Senior Administrator - Financial Reporting at the Clerk of the Circuit Court and Comptroller Palm Beach County where he has served in various accounting roles for nearly seven years. Wayne is part of a dedicated financial reporting team that focuses on generating the award-winning 300+ page Annual Comprehensive Financial Report for Palm Beach County.  Prior to joining the office, Wayne held financial reporting positions with a local school district and children's services council in the Tampa Bay area and his experience within the field spans 20+ years.

This is Wayne's initial year serving as a Board Director with the Palm Beach County Chapter of the FGFOA . Since 2018 he has assisted the Chair of the Chapter's Social Committee. Wayne is also a current member of the FGFOA, GFOA, and American Institute of CPA's.

Wayne earned a Bachelor of Arts from the University of Pennsylvania in Philadelphia. Additionally he completed his 5th-year accounting coursework at the University of South Florida in Tampa and achieved the top CPA score in Florida for the reporting period.  In addition to his licensure as a Certified Public Accountant, Wayne is also a  Certified Government Finance Officer and Certified Public Finance Officer.

In his spare time, Wayne enjoys the company of his two "thoroughbred" cats Bellabutton and Mighty Myra and volunteers as a "cat whisperer" mentor at the Humane Society of the Treasure Coast.  Wayne resides in  Stuart and among his favorite activities are hiking the many tremendous nature trails along the Treasure Coast.

Leanna Collazo 
Director


Leanna Collazo is a Palm Beach County native and began her career in 2010 after graduating from Palm Beach State College with her Associate’s Degree in Accounting.

She served as a Fiscal Specialist in the Village of Palm Springs Finance Department for five years and then transferred to the Parks & Recreation Department to work as a Program Supervisor II for seven years.

After purchasing a home in the Village of Tequesta, Leanna decided to serve the Finance Department once again. She was fortunate enough to secure a position as the Accounts Payable & Purchasing Card Administrator for the Village of Tequesta Finance Department where she has been since 2022.

It has always been a passion for her to serve the residents of Palm Beach County and with many years of experience in the public sector, she looks forward to an exciting new chapter serving on the Board of Directors for the FGFOA, Palm Beach County Chapter.

Julie Dowe
Director


Julie is a highly accomplished professional with extensive experience in finance and support services. Since June 1, 2016, she has served as the Director of Finance and Support Services at Palm Beach County Community Services, where she plays a pivotal role in overseeing the accounting of various state and federal grants that assist low-income residents. Julie has been in county government since 2006, previously holding several fiscal positions within the Palm Beach County Clerk and Comptroller's office.

Her dedication to the field is further reflected in her current role as a board member for both NGMA and Palm Beach FGFOA. Julie holds a Bachelor of Business Administration in Accounting from Florida Atlantic University, and she has acquired the esteemed credentials of Lean Six Sigma Black Belt and Executive Certificate of Business Analytics. Outside of work, Julie resides in Wellington, Florida, where she cherishes spending quality time with her loving husband Mike, their children Oliver and Delilah, and their adorable dog Daisy.

Kadem Ramirez
Director


Kadem is the Deputy Finance Administrator for the City of Palm Beach Gardens, a position she holds with unwavering dedication and passion for community service. With over 8 years of invaluable experience in governmental accounting and budgeting, Kadem has become a dedicated professional in her field.

Her journey began at Florida Atlantic University, where she earned her bachelor's degree in accounting. It was during her time at FAU that Kadem discovered her deep-seated passion for government accounting, a passion that continues to drive her professional pursuits.

Kadem's commitment to education and giving back is evident in her role as a Teacher's Assistant for the Governmental Accounting course at her alma mater. By sharing her wealth of knowledge and practical experience, she actively contributes to the development of the next generation of accounting professionals.

In addition to her role at FAU, Kadem serves as the chair for the Professional Development Committee for the Florida Government Finance Officers Association. This leadership position allows her to further channel her passion for continuous learning and professional growth within the government finance sector.

Prior to her career in governmental finance, Kadem served in the US Army, where she learned valuable lessons in resiliency and the importance of collaboration within a team. These experiences have shaped her approach to problem-solving and decision-making in her current role.

In her leisure time, Kadem finds joy in traveling with her husband, daughter, and son. These family adventures provide a welcome balance to her demanding professional life, allowing her to recharge and return to her role with renewed energy and focus. Kadem's commitment to excellence, both in her career and personal life, exemplifies her unwavering dedication to making a positive impact on those around her.
